track inventory status for products on walmart.com

I am looking for a standalone Windows 10 application that will monitor inventory status and price for e-commerce websites. Program can be written in the language of your choice - javascript, c#, .Net, etc as long as it is a standalone Windows 10 .EXE program. (Not web-based). Program will run monitor items via API or product URL ,where available. Program will run 24/7 on a Windows 10 computer. User will be able to choose frequency of monitoring for each product. Include option to pause/disable monitoring of each item. Program will deliver email notifications via gmail when products go in stock or go below user-set price threshold. User input for new products to be tracked will be as follows: 1. Website ( [login to view URL]) 2. Unique Product ID from URL to identify product. 3. Price threshold. 4. User Comments (where I can include the common name of the product - to be used for sorting the list and also email notifications) 5. Tracking Frequency - how often to ping website. Main program interface will have a list of all products, with these 5 columns and also a "Running/Paused" column. Include ability to sort ascending/descending for each column. The program data for items being tracked will be stored locally in a separate file in the same location as the .EXE program.
