Needs statement Agriculture employs three-quarters of the population in sub-Saharan Africa and accounts for one-third of the gross domestic products (GDP). Though exposed to price shocks, climate change, and infrastructure deficiencies, Agriculture must develop at a rate fast enough to accommodate the rapidly increasing population especially in sub-Saharan Africa. FAO estimates a 70% increase in food production is required to feed a global population of 9 billion by 2050. Since agriculture is four times more effective at raising incomes among the poor than other sectors, equitably distributed improved incomes and investments will ensure stable political structures and infrastructure development as financial security becomes a principal need. Food security is a key prerequisite in eliminating famine, malnutrition and nutrient deficiencies in children and pregnant mothers. The World Bank emphasized a need for a clear new revolution that will bring lower prices to consumers and higher incomes to the farmers. Over 85 percent of Uganda’s of Agricultural production comes from scattered, uncoordinated small-scale farmers with small fragmented plots. The supply and quality of farm harvest is precariously inconsistent because most farmers do not perceive to be in control of the complex value chain, thus they lack ambition and direction to pursue superior benefits but keep changing from crop to crop obtaining relatively similar unsatisfying yields. In the current value chain market price fluctuations are mainly enjoyed by traders and trading companies with reliable access to capital and market information. These offer credit and transport, aggregate produce, and manage post-harvest handling and storage. As a result small-scale farmers remain in captivity of bank loan-dependant traders.
