Merging PHP/mySQL web applications together

Programmer did not even complete 10% of project although he received $200 and has since disappeared off the face of the earth. He is very good at getting you to trust in him, i.e. sounds like he knows what he's talking about. Appears he doesn't. His task was very simple and he promised to deliver the code Friday, then Monday, then he disappeared.
