Class ASP writing to Excel

I have a template MS Excel file, which contains 2 worksheets. The first worksheet contains graphs based on values held in the 2nd worksheet.

I want a classic ASP routine to update values in the 2nd worksheet, and then delete unused lines in the 1st worksheet.

i.e. there are 25 rows containing graphs, however if the data passed only uses 10 rows, then I need rows 11-25 deleted.

Please note that Excel cannot be opened on the server, but if there's a way to open on the client side to update the Excel file that is fine.

This would possibly be best achieved by writing an ActiveX control for running on the client site.

Heading should be Classic, rather than Class!

Just to clarify.
I want an ActiveX component to open an Excel template file on the client site using ASP. I then want to pass data to cells on the Excel file. I also want to be able to delete, add or copy lines on the Excel File. Once the data has been passed, I want to open the file on the client site and then close the ActiveX.
Attached is the Excel template.
For the project to be completed, I need an ASP script to open the template, update values in at least 10 of the cells in the 'info' worksheet, and repeat lines 43-57 on the 'survey' worksheet. This will prove that everything is working correctly.
If there is a need to go over budget, then this will be considered
