Copy from PDF into Word

Requesting that someone convert an old scanned PDF document into an editable Microsoft Word format. The document is 50 pages and done in two column format. Please see attached file for a sample of what one of the PDF pages look like. They are all in similar condition to the picture.
I'd like a per page bid and am totally willing to pay by milestone of a specific number of pages completed (15-20?).
This is for a condo association, so all bids will have to be reviewed by the board of directors before work can proceed.
