Building maths worksheet generator for year 12

Hi,
We're a small education company looking to expand.
I'm looking for someone who can create a maths test generator.
Preferably on microsoft excel but open to suggestions as long as I can edit (add, subtract questions later on)
I have all the questions on either pdf or microsoft word (around 2500 questions initially)
This includes graphs and diagrams + mathematic equations.
I need to be able to:
- Edit the questions as well as add/subtract additional questions later on
- Print the questions in test paper format
- Create a worksheet/test depending on the topics I select
- Specify the number of questions per test
- Have a specific layout (one questions per page)
I have been typing out all the questions into excel but its taking too long.
I want to find out what options are out there.
If there's anyone who is willing to complete this task and for how much.
