Build an intranet from existing DIY website

I’m reaching out on behalf of One Acre Fund, a social enterprise focused on microfinance and agricultural extension. We are currently in the process of building out our own intranet, which will serve to connect our 50+ international staff across 4+ countries in Africa. We have identified an open-source, do it yourself platform to use called Papyrs ([login to view URL]) and are currently searching for experienced Javascript developers to help us build out the intranet. We are looking for an expert Javascript developer who would potentially be interested in contracting for One Acre Fund.
Specifically, at this stage, we are looking for someone who can:
1. Review Papyrs to better understand how much customization is possible.
2. Evaluate the platform to determine if it can fulfill our 4 main criteria:
a. People Search page and Profiles
b. Project Search page and Project profile pages
c. Document Management (something like a SharePoint)
d. Internal Wikipedia (a large Wiki tab/page that can be easily broken down by topic)
3. Evaluate specific customization options and tell us which are feasible:
• Adding a “like” option to people and/or project pages
• Tracking these likes
• Tracking “most viewed” pages and listing them out somewhere
• Hover-over thumbnail options—what can we show? How complex is this?
4. Estimate time required (hours)
5. Give us a quote for the labor (hourly)
Based on these findings, we are then planning to come to an agreement to contract the work to a developer. We are hoping to have all of this information collected by the end of next week (the week of December 16) so that we can make a decision before departing for the holidays.
