Build a Website for a photography club

I want to hire a developer to build a website for me as follow (in brief, but not limited):
1. The Web site is mainly for photography club where users will register first then will be able to upload their photos.
2. Uploaded photos will be under titled with all users's details.
3. there should be an option where registered user want to make his/her uploaded photo public (everyone can see it) or private (specific people can see).
4. users can intact with the photo like facebook e.g. like, comment, share...
5. developer can use either code from scratch or can use any ready template, joomla, wordpress, ...
6. My perfect Model/Sample for requirement is: [login to view URL] (or something similar.)
This is in general, other details will be later after selecting the freelancer.
