Creation of online dictionary website

I am a totally amateur in website creation/design but will try to explain what I am looking for. Please ask if some points are unclear.
I need to create an online website for English-Uzbek Uzbek-English dictionary. I will provide my dictionary database in MS Word. The database will be placed on external server.
For reference, the online dictionary shall be like the following website: [url removed, login to view]%D0%BF%D0%B5%D1%80%D0%B5%D0%B2%D0%BE%D0%B4/
However, it shall be a simple dictionary without topic-based sections.
In the output I want to receive a ready-to-use website. For now it must be bi-lingual (English-Uzbek and vice versa). In the future I am planning to add Russian-Uzbek pair. Also, I must be able to easily edit the database by myself (add words and translation, edit the existing articles etc.).
