Add Fixed buttons on the side of a web page (feedback button)

I would like to add two buttons in a web page: [login to view URL]
1. Vertical feedback button that does not move when you scroll up or down, replacing the existing "Rate the App". There is no need to implement the feedback form, just change the buttons referencing the existing one. (examples: [login to view URL] or
[login to view URL])
2. Vertical "Tutorial" button above the feedback button where you click and it opens a floating page that displays information about the app in the middle and on top of the existing page with "close" cross in the corner.
It is important to produce a responsive page.
