CSS expert: Markup for div element sticking to the bottom of the viewable page area

The task is to create html/css markup and preferable (but not essential dynamic javascript code) for the div element (height: 40px) which could be inserted into any DOM structure and appear always at the bottom of viewable page area (not in the very bottom of the page) and when the page is scrolled up or down, the div remains at the same position.

The div could have opacity so the original area it overlays is slightly visible.

The solution must be done without any kind of frames, just with css styles/positioning.
