Build Front Office Service App with GPS and Cam tool

We require an App in both Android (for all screen-types) and iPhone (iPad ready). The App will be stand alone mostly, and to be synchronized with our SQL-DB at startup. Some pages will be filled with Mobile-Web pages.
Its a service App which will be free for download. The App enables our customer to communicate to their client by providing customized information to them. Each user will need to register and become a unique user. Their address will be necesarilly to kick-back information to the users App with pick-up information on Garbage and other services.
The App will need to use GPS-functionallity. The App needs to be able to locate the nearest drop-off location for their garbage based on the location of the users device. The user will receive information on the distance and opening hours of that particular drop-off location.
Also it needs a Camera functionallity to capture a picture and pinpoint a location on a Google map based on the users current location. This info should be sent by WiFi or 3G to our customers DB.
Graphics design will be handled by us and provided to you!
Programming needs to be done within 4 weeks for the basic-App (one othe the Android versions), once ready, all other versions need to be programmed within a time frame of 4 weeks.
Payment will be done in 4 steps / milestones to be determined later.
