Chat System: Client in Flash or Ajax + Backend in PHP + Joomla Component

The final goal is to have a complete chat system that will work on a standalone fashion, but also flexible enough to be integrated with other systems (i.e Joomla, Drupal, etc). The main feature of the chat will be that it needs to offer Moderated Rooms. This is the ability to host events in which users send questions to a moderator that will filter the adequate questions to a guest speaker. Basically, when there is no a moderated event in progress, then the chat will pretty much behave like a regular chat room, this is, when a user enters text and submits it, it will show on the chat window. Please check the attached document to see all the details of this projects. We are pretty much flexible on the tools to do the development, so if you think it would be easier use an Ajax client instead of flash, please let us know, but please keep in mind that all the requirements must be developed.
## Deliverables
The requirement document contains several questions, please take a look and let us know your thoughts. If you have any additional question please do not hesitate to contact me. The requirements were made originally for the chat client to be done with Flash, but feel free to make your own suggestions if another platform is easier (and cheaper) to work, like Ajax, Silverlight, Java, Javascript etc. As long as you can fulfill the requirements, it will be ok. Server must be done on PHP/MySQL though. Thanks.
