Add a new function in my website

Well, I've a website which already done and it's working fine. Now I want to add a new simple function to my website.

WEBSITE EXISTING FUNCTIONALITY (FOR YOUR BETTER UNDERSTAND):

This is Google Map base website. It's created to show a free parking area on the map by Icon.

There are 4 button you can see it after Login.

1) :Search Park 2) I'm on a park 3) My Account and 4) I let my park

When you press search park it will show a free parking area on the map by Purple and Blue Icon.

When You press I'm on a park it will parked your position (WHICH IS INDICATED BY GREEN ICON) as Red Icon.

When you press I let my car it will show you position as Orange icon and after 2 minutes it will show Purple Icon.

When you pres my account it will show your Account.

There are two type of parking. 1) Public parking 2) Street parking.

1) Public parking is shown as Blue icon only which can create only by Admin.

2) Street parking is shown as Purple icon which is created by user. In this way I'm building a Free Parking area on the map which is indicated by Purple Icon.

So the circle is Purple-Orange-Red and again Purple-Orange-Red.

WHAT I NEED:

You know the user position is indicated by Green icon. So suppose user in his car now and driving...So the user exact position will be updated every 5 seconds. If user search a park and go to purple icon BUT BUT BUT didn't park his car on the purple icon this means that there is a already a car. So that user left this place and find another place. Type "par" in your bid.

I need this to be done by today because you need set a Mysql and Php query and change Google map code.
