CSV File Edit and Conversion

I need a program to act as an interface between two types of CSV files. As opposed to just parsing the file and converting, I must also have the ability to view and edit the data going in either direction. One CSV file originates from another (already written) piece of software and needs to be converted and sent to a tenpin bowling scoring system.

I am still learning VB.Net and I want to get this part of the software up and running quicker than it will take me to learn enough about the subject. The code must be thoroughly commented throughout. Documentation is also required but so long as the code is well commented this is of a lower priority. In the long term this program will grow as I wish to build on it, so I am keen to see the code done in a modular fashion (I use the term modular in general as opposed to saying the coder must use VB.NET modules as I don't know enough about the language yet !)

So In short, The program will offer the following features in this release :-

Open a CSV file (user selectable) on a local or network drive.

Show a view of the data in a logical manner.

Enable the user to edit the data.

Convert the file to the bowling scorer CSV format.

Enable the user to edit the data.

Convert the file to the CSV format of the first file.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.

3) Exclusive and complete copyrights to all work purchased. (No GPL, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site).
