Build a Windows Mobile Video client

I am looking for someone who can build me a Windows mobile application (WM5 and WM6), which would be able to do the following,

Stream live videos *to* a server (listening on a TCP/IP port), as video is being taken.

Users will authenticate from the server, so they can authenticate with a user/pass which is stored in the server.

The videos will not be stored on the mobile.

To get more info and get down to exact spec, pls messege me. I dont mind if this is done with .net framework.
