Add a map and some code to my VB.NET 2010 software

I need a map with some functionality added to my VB.NET 2010 program:
• Auto fill address field based on what's available
• The addresses available should be based on what's found in the OSM map file
• The OSM map file can be replaced with an updated map
• Entering an address will add a marker to the map
• The marker also has a label which can be updated
• Add/remove maker to the map
• The default zoom should show all the markers. Once you tap on a marker it should zoom into it. There should be a way to go back to the default zoom to view all markers.
• Calculate the distance between two makers (lats & longs).
•The above points work 100% without internet.
•The map needs to display LIVE traffic (Incidents, road works, ect) information within the map range (This requires the internet): I will provide the login details for the developer section of the traffic site once needed: [login to view URL]
*You can work remotely on my software itself or create the function in a separate program to be merged once completed.
It's for a pizza shop, I want to be able to show a marker for the delivery address and track the delivery driver via their iphone/android. I take the customers delivery details via our POS app. I want their address to appear on the offline map. I want to be able to assign a driver to the delivery which I can track via their iphone/Android phone. I want an alert once the driver has gone to the delivery address and has come back within a certain radius.
