Build a database for inventory tracking

We are a small jewelry manufacturer, selling to small boutiques and jewelry stores across the country and in Japan. We are looking to build a database to track the raw materials that are utilized as we make jewelry. Our hope is to have a database built that can calculate the cost of materials on hand at any given time - something that will update itself as quantities of materials are utilized and purchased.
Finding someone local will be helpful to walk them through our production process of making the jewelry as it may not be obvious to someone who is not familiar with jewelry manufacturing.
Essentially, a recipe is kept for the jewelry that is made so that it can be reproduced. We are hoping to integrate the utilization of the "ingredients" from these recipes with the inventory database to provide accurate tallying of the parts we have for future ordering and tracking.
