Add a feature to a scroll bar in a Flash Document

I would like the scroll bar in the 'projects' section of this flash movie amended so that when the user hovers the mouse over in the area above the top of the list, it will slowly start to scroll down. Also when the user hovers the mouse at the area below the bottom of the list, the list should slowly scroll up.
It should be similar to how the scroll bar works in this website: (PM me for the link)
