The lambda with this function sends the message correctly without VPC, while in the VPC, the send function doesn't work.
I guess there is an issue about AWS configuration such as NAT Gateway, SG, Route tables and so on.
I regret to inform you that I can not share AWS information in detail so that I'd like to share my trouble by remote working and if someone has confidence to resolve my issue, I will hire him/her immediately and release milestone as soon as complete this job.

The issue is not with Lambda but with the API Gateway which you probably have not configured to be private and that is unable to communicate with resources in your VPC. Kindly inbox...
