I am looking for someone that can program a searchable online public records database. The following requirements will be posted below please respect my time and don’t send any canned responses. I will only look at work that is live and I can see the graphic interface and test the functionality on the admin and client side real-time. You will be required to sign a NDA before work begins and we will work in stages of the project. I will only pay as each stage has been finished and checked.
Criteria Needed:
1. (MS SQL, MySQL) Preferred technology(ASP.net, PHP)
2. The interface will be searchable on all cell networks and tied into the GPS technology for location possibly Microsoft Bing Maps maps etc.
3. Need professional graphic interface on client and admin side.
4. Need to have a function to be able to FTP all Databases with one click button on admin side
5. Database search criteria: Name, Address, Phone Number, IP Address, E-mail, Zip Code, DOB, SSN
6. I will need to upload some different data samples to your secure server to test.
7. The database needs to have a full hacker safe programming and monitoring and encryption on login.
8. Will need a customer rating on each entry. On client side they will need to be able to rate the business.
9. Need customer signup or membership with business and consumer e-mail collaboration.
10. The data and customer database will be separated on 2 separate servers.
11. Will need shopping cart technology for multiple payment methods
12. I will require full source code when completed
13. Software needs to be user friendly and very stable and updateable.
14. Client side entry fields need smart technology so they don’t make a mistake on entry like incorrect credit card information or wrong year of birth or any punctuations or missing fields.
15. In the admin and client sides require multiple tabs with drop down sub menus clickable to display text or new page with information.
16. You will have to have good knowledge of cell phone databases and how they work.
17. We will require that you have atleast 5 years experience

Note: I will require that you communicate with me direct any hours of the working day I am available VIA Yahoo IM or Skype instant messaging during CST. I will give future work if you do this job and I will not give any feedback until I am 100% satisfied you can do the work and it has been tested to my satisfaction. I will have more ideas based on your recommendations to make this project a success I need you to think outside the box so it works and flows correct. This project needs to be started immediately.
