DOS .exe Screen Scrape

We need to be able to pass parameters from a command line to automatically invoke this DOS .exe, populate the input screen and scrape results from output screen. Attached are screen prints of the DOS window input and output. Solution must be windows based and written in JAVA, C or VB. Ideal solution could be deployed via eclipse ide.
We have used this tool (screen scrape studio) in the past for scraping and automating the interface... this project could benefit from this but you would need to be able to tie the generated jscript and c# into a solution as described below.

* The Solution would run from a dos command line as ipps.exe inputfile.dat outputfile.dat
* navigate the first two screens with the key strokes C and tab
* read coma delimited input line from file
* auto enter into dos app
* scrape result
* write result to comma delimited file
