Application switch, activated by barcode reader

We have a Motorola barcode reader connected by USB and a simple program, which consists of one window with just one input field. This field is always focused on.
We need a background utility that will do the following: when the barcode reader is used, the readout string will be inserted into our program, even if its window is not currently being focused on.
In other words - the window of our program will become focused on when the barcode reader is used, so the string can be written into the input field.
We will run this on Windows XP / 2000 / 7. Application should be written in C++/C# with source codes included.
