Need a C++ developer for a windows process monitor.

The process monitor will be a command line application that polls a text or xml file on the local disk at defined intervals to get a list of applications that will be monitored. Based on the list, the application will start, stop a windows process. (ex:[login to view URL]) or send a message to it. The app needs to be developed using win32 api and needs to work on Windows XP, Vista and 7 (32/64 Bit)
