eBay template change

I have an existing eBay template the needs some modification. HTML / css only. no js or active content.
the changes are as follows:
- Add a tabbed box that allows me to move between tabs and relevant information is displayed
- add a place holder that will allow me to define banners and it just circles through them.
A mockup is attached. I will send the template files to the right person once the project is awarded. If you have experience if inkfrog that will be a big advantage as there is an issue with displaying pics and needs sorting.
This will not take more than 1 hour and I want this turning around quickly.
