Excel Add-In Programming

We need ongoing support improving our Excel spreadsheets and creating an Excel Add-In to speed up our data entry work. Here are examples of the first two deliverables.
DELIVERABLE 1:
We need a button that will convert multiple lines of text into an HTML bulleted list. For example, convert the following:
This is line 1
This is line 2
This is line 3
INTO
<ul>
<li>This is line 1</li>
<li>This is line 2</li>
<li>This is line 3</li>
</ul>
DELIVERABLE 2:
We have products that are organized into Departments, Categories and Sub-Categories. When someone selects a Department, we need to limit the data entry drop-down list to Categories in that department only. Similarly, sub-categories must be limited to those in the category.
Upon getting this job, we will provide the spreadsheet and list of categories/subcategories.
