Html Css Javascript Bootstrap/Foundation - Coding

We are a small design and development agency and we need someone to help us out on building pixel perfect html/css from our designs.
We build each project wireframing with tools like [login to view URL] and Illustrator, always with all elements from Bootstrap or Foundation.
Each project would consist of 3 /4 pages (homepage + innerpages) in PNG or other preview format, to build by hand using Bootstrap, Foundation or other css/html framework. All images will be provided and no design is needed.
This is for a ongoing work, and we need a quote for each project knowing they would be in the order of 3 / 4 pages each.
Code MUST be clean, w3c conformant where appliadble, and natural responsive by the use of well formated Bootstrap or Foundation elements.
We prefer someone well versed in css/sass/less and html packages/frameworks to keep code quality
