Wordpress Theme for Existing Website

The website [login to view URL] is quite a large site, built in a mix of html and wordpress but quite out of date and needing a big overhaul.
I want a responsive, custom-made theme that fits with the existing feel of the site but works and looks better, and to integrate the current wordpress sections into the new site so that they can all be accessed from a single menu/log in - perhaps a multisite? Currently there are wordpress installations for each of the different sections which isn't ideal.
Aditionally, I will need someone who can choose and apply the right plugins for certain aspects of the build, such as hosting ads, a business directory, what's on pages etc. as these sections are currently just in html.
I am also interested in ongoing work afterwards with moving across the data, however long it takes.
