Need someone to help gather websites for outreach for SEO purposes

Hello,
I'm currently doing a lot of outreach; reaching out to websites that I want a link from and trying to get a link from them. Sometimes it's for a guest post, sometimes a link insertion, but I need your help to gather more of these sites.
I need someone who can take search operators and list in a spreadsheet all the sites they find that are:
- Relevant
- Authoritative
- Possible to get a link from
Once you find the site you'll also need to find an email address for it or list the URL for a contact form if that's all that exists.
Once I find someone capable of this, the job will likely be 10 hours a week, but for this job, I want to run a $30 test project.
Because I don't want to work with someone who uses bots to post their job, please tell me what tool you like to use for finding emails and how you tell if a site is authoritative or spammy.
I also need to know your hourly rate if you were to do this for 10 hours a week.
