Scrolling Net-art Piece

I'm working on a "net art" piece that involves the idea of "the scrollbar/scrolling:"

Here's what I would like to happen:

1) The user clicks on a link that opens a new browser window/tab. The new page/tab is blank except for the scrollbars. On page load, the scrollbar would on its own, without any user input, automatically begin to scroll back and forth (top and bottom/left and right). However, if that is too complicated, I am OK if there is only one scrollbar - a vertical scroll bar and no horizontal one. Although it would be cool if there was a ease in/out effect/animation of the scrollbar motion, though that is not essential and is just a nice visual effect. In addition, on page load, a short sound sample (wav/mp3 I)...oh say, just for example, a clip of the chord Cmin7, would loop repeatedly.

At this point if you imagine what it would look like right now: it would be a blank page with the scrollbars scrolling by themselves back and forth forever while a sound loop plays.

2) when the user touches the scrollbar and moves it manually - that would trigger an event: I would like the background/div element to cycle through RGB color values, and the initial sound looping sample to stop and another sound sample to begin, I guess in this case, one of a different chord, say a clip of the chord F7 (though it could be any sound sample, I'm just using this as a mental visualization). Note: instead of cycling the background colors via code, it is fine if instead it just triggers a DIV element that I could then fill in with a animated gif that cycles the colors.

3) when the user release or stops scrolling manually, the behavior reverts back to 1).

So yeah, that's what I would like to happen :) Feel free to make suggestions or if you feel there are certain things in need of further clarification in terms of the behavior.

Other notes;

- it doesn't need to be from scratch; if you can modify some existing script to do the above, than that's fine with me.

- use of jquery is coool
