Multi-Platform Video Display Web Application

I need a cross-platform-responsive HTML+JS+CSS application capable of displaying video from local files or the webcam. The application is required to be:
- Compatible with Laptop, Smartphone, and Tablet (Android or iOS)
- Focused on giving the same user experience throughout all devices.
The task will only involve displaying the video from a local file or user's webcam (need to be able to choose the webcam), with no need for recording or online streaming. We need experts with experience in HTML/JS/CSS capable of ensuring cross-platform responsiveness and the same look and feel across all platforms whatever the resolution of the video / webcam is. Proficiency in browser optimization is also crucial, particularly for Google Chrome.
The application have 2 folds : let's call them A and B. Before choosing the fold we need to choose the selection left or right and a name. Then we can choose A or B. You need to create those choices, the application needs to let us A or B. (but there is a need to be able to change the previous choices).
For both A and B there is a need to be able to choose to load a video file from local storage or launch local streaming of webcams.
When choosing local file we need to be able to play, to pause, stop and play slowly the video.
When choosing webcam we need to be able to choose the webcam then to have a button to "start an action"
In both case the video needs to be displayed without scroll bar.
I can provide you an initial GitHub repo that has the webcam choice and a couple of initial ideas.
