Small changes to a website

Hello,
I am looking for an experienced CSS3/HTML5 programmer to do some changes to a website. I also need him to have htaccess experience, since I need that too.
The changes that I need done are:
1. Remove all JavaScript code from all pages, except one page where I have a gallery on (and here just the gallery JavaScript code should be maintained). JavaScript used: [login to view URL], fakeloader, [login to view URL], [login to view URL], custom, accordion, tabs
- if you think you can make a image swipe on mobile devices, without using JavaScript or at least jQuery, I will pay a bonus!
2. Eliminate render-blocking JavaScript (this should be eliminated after step 1, but take into consideration for gallery) and CSS in above-the-fold content.
3. Remove the background image which is set using JavaScript and have the site color on it, with CSS, before the CSS loads so the page won't be white.
4. Position the language selector and menu somewhere up, to have the main page much upper on smaller screens and integrate the language selector into menu (just on small screens) like here - https://[login to view URL]
5 . htaccess - I need a one line change, because if a URL contains a particular word, i get redirected to home page.
6. I have a page that needs to split some image on to 4 columns, instead of 2. The thing is the page is splited in 2 and then the other half in 2, and should be in 4.
7. Make the width larger on big screens and add a column for "Filters" on right side. I just need it splitted, I will do the rest myself.
You will NOT be given any access to server. You should download the pages I tell you and make the necessary CSS/JS changes accordingly on your server and show it to me. I will give the website after I choose the winning bidder.
