Building an apple and andriod bidding/auction app

Need a bidding/auction app that allows users to just snap and upload pictures.
The items are generic, and i want a function that can keep track of the last transacted price so that sellers will have a guide on what price to put up to sell.
Will want a special feature where the system can track the transacted price for the month on that particular item and come out with an avg transacted price. It will be created into a chart form where people can look at the historica price trends.
Will also need a payment gateway for this app.
