Change Password dialog box - VBScript / .net - repost

I need a script similar to the one below where it prompts the user with a dialog box at logon to change their password if it's expiring.
I found this code online for use as a logon script which works successfully if you login to a server as an admin. It generates an error though if you are a standard user.
The users will be remote and not part of the actual domain. They will have a user account on the domain of course. They login remotely using Remote Desktop.
This script uses IE to generate a dialog box. The script should not ask the user to press CTRL ALT DEL or any keys. The script currently uses IE and I would like to replace it as it is bound to cause problems in the future.
