DB program in Access to Internet version

Most of what I put together is very basic data base functions, There are some tricky things that I need for this program to do that you can tell me if you have the ability.
1) I need for this program to be able to trip a relay that is controlled via USB or Rs232 port.
2) I need for this program to be able to take control of a computer modem and dial an outgoing number.
3) I need for this program to be able to recognize telephone tone so that if my client types in a "124" on their phone, the modem will pick that up, convert it to text, and be able to record it as data.
. I have no problem using 3rd party software for phone dialers and such, I just need you to be able to control the 3rd party software from our program.
If we can run everything from a server, that would be my first choice, however,Every computer that uses this software would be able to install software on the local computer if needed (like what Yahoo instant messenger does, or limewire, or something like that)
If you are comfortable with all of these things let me know.
Please let me know the programming tools you would use, how you would accomplish these things, timeframe and amount.
