Slydial Knock-Off - Send a Recorded Message Directly to a Mobile Voicemail

I need an application where a recorded message can be sent directly to a mobile phone's voicemail without the person picking up the line.
This should work on all "Network Attached Voicemails" and isn't intended for landline voicemails.
I also need to DIP the numbers to confirm which carrier they are on an if it is infact a mobile number not landline.
