Need php programmer for advice type website with simple design

This is for an advice website. The site will be setup as follows: People will be able to use a form on the website to submit questions they have. There will be a full admin system. The question will then go to pending questions in the admin. I will then be able to choose the question I want, and answer it. When I answer it will be made live on the website in the correct category on the site. Will use mysql database on linux server (php) There will be a simple voting system on this site (you can use ajax for it) just as long as it can be scored and ranked. I should be able to edit the results. Ajax use on the site would be great. This should be a very quick and simple setup. Not more than 1 to 2 days to setup. It does not need to be that complicated, as long as it works. Site should be very fast loading, and SEO friendly link system setup. I have the logo designed, and be implemented into a nice clean looking site. (Should look like a web 2.0 site) Where it's clean fast loading and very very plain. White background, maybe a few lines, very minimal graphics on it. This could be a long term position as I need a full time programmer to do small jobs like this on a daily basis. I can send you over samples of the html pages I created that shows setup of how I want things setup.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows? (depending on the nature? of the deliverables):
a)? For web sites or? other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software? installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
