Wordpress child theme creation/development

Looking for an experienced Wordpress 3.x designer/ PHP developer with Photoshop skills to create a child theme to overlay my current theme in addition to a few custom elements/pages. This new website is live currently for reference and an account to work directly on it will be provided.
This personal site (focused on writing but populated with sample data right now) at [login to view URL] uses Elegantthemes (Chameleon). In order to be able to update for any future master theme features, all modifications should be made in a new child theme. I would like a custom graphic overlay in a character similar to [login to view URL] (by which I mean the subtle decorations and treatment effects mostly) with a homepage layout inspired by [login to view URL];WT.seg_1=search_item&WT.z_author=templatesquare.
I have created a word doc with additional details and attached here. The zip file I mention will be provided if necessary to submit a more accurate bid. I am amenable to either an hourly rate or a fixed bid but you can only choose one in the form. I would be willing to pay $20-$30 an hour if you estimate the time this will take upfront. I would like at least 2-3 examples of verifiable Wordpress sites you have worked on.
I am a former software engineering manager so I believe I have a reasonable assessment of how much work/time this will involve, while understanding that this is an art not a science. I am very accessible for questions to expedite the work, and I'm open to real-time collaboration in any timezone and have experience working with contractors in virtually ever major country.
