Create a Viral Buzz Wordpress Template/Theme

I need a WordPress Viral Buzz theme created. It should have a customization area to change aspects of the theme. A similar theme exists called "Socially Viral". I need it to be different but the same feel. I want to be able to trust the designer to create something unique and great. I do not have a specific design needed per say, just need something good and appealing. It should also be responsive/mobile friendly.
This theme should be able to be installed/uploaded easily (zip file usually) in WordPress. Again, users of this theme should be able to change settings in the WordPress appearance area. It does not have to be too advanced at all.
