Create a Wordpress Template

We have a working prototype of our website, as a plain HTML ressource. I need someone to convert it to a Wordpress Template.
The Website consists of a single page layout, it scrolls down and has 5 anchors to different parts of the single page.
At the very bottom there need to be 3 more links: legal notice, privacy statement and site map.
If we will consider you as a potential partner, we will send you a link to the existing static website so you can make a detailed proposition.
The second part of this project is the proposal of a mobile version of the website, since the layout does not scale. The mobile website should be very similar to the layout for bigger screens and should reside on the same wordpress server.
