Java record file zip issue

I need a java programmer who can take stab at the already developed project and sort out zip issue. We have integrated PaymentOne Phone billing system in an application. It zips the xml/dat billing record files and transfer it to paymentOne sftp server. Ok, the problem is that the zipped file can be opened manually but it fails to open thru a java utility program. possible reason could be server zip version. I am sure this is a simple task for an experienced programmer. I will also provide with the email access of the PaymentOne support to ask any technical questions to the winner (apart from all other details). On successful completion of this project, expect more projects. I am using it to both get the work done and identify good programmers that I can develop a long term working relationship with. Budget is tight since I have already paid a lot to the current programmer who is unreachable now. Looking to stay well unde! r $100.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
