Javascript Menu Code

We have a top navigation menu with approximately 8 items on it and we need some javascript code to control this menu. There are 8 images in total (beside each other) and each image has 3 states. The states are normal, mouseover & selected.
The menu remains normal, untill a mouse moves over it at which time it goes to the selected state. Once a user presses on it the url redirects and the menu is in the selected state.
Here are a few notes. There are 8 html pages, all which include the HTML/JS for this menu. The HTML/JS for this menu must be identical for each of the 8 pages, the only thing which can be used to determine which menu is selected is by passing a query string between the different HTML files.
There must be an onClick handler or something similar for the different menus - and once clicked a function needs to be called with the argument of the menu item that was clicked. This function must then redirect the browser accordingly.
We would like an array somewhere which outlines the URLs of all the pages in the system - and this array will be used when making the selection.
All images must be preloaded at the time the menu is loaded
Here is the most important part. This menu must be cross browser compabile. Must run on IE5+, NS4.7+, Safari 1.1+ & Mac IE 5.2+ .
You will be provided with 1 HTML file with the differnet menus & states of the menu and we would expect a complete set of HTML + JS files for the required functionality.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
