Redesign and add functionality to website.

I need to redesign a site I currently have and to add some functionality to it. It involves designing a template and coding in PHP/MySQL, SEO optimization and mod_rewrite + eventually AJAX.

It's a simple site and requires no complicate coding.

## Deliverables

1) design a custom layout for the site (or modify the current one) - it must be scalable and reusable

2) rewrite all the code of the site (I personally wrote it, but I want it to look professionaly and readable)

3) add funtionality to the site (add a custom admin page and some minor changes) and improve and optimize current code (making it safe)

4) SEO of the site (mod_rewrite + other techniques) 4) eventually, add web 2.0 features to the site (making some comments appear without reloading)

The site in question is www.scriu.com. As I said before and as you can see, this is a very simple site, without complicated code. It was made for a local community in Romania but not yet advertised. I made the site myself, but I'm not a professional in PHP and I learn as I work. This is way my progress is really slow and the code made of many patches.

Here's how the site works: The front page displays a message and comments to that message. Users can register, login and post comments to the message on the front page. If a user is unregistered, the message must be approved first in order to appear on main page.

Registered users can make one (or many) "proposals". The proposals can be voted by other registered users. At the end of a predefined period, the proposal with the most votes, replaces the message on the main page and gets to be commented. A user can only vote once until a proposal is accepted.

Here is what I need exactly:

1. An admin page in which I can modify, delete and add messages, comments, proposal and users. Eventually I want to be able to add moderators which will have limited access to the admin page.

2. A script that automatically replaces the message on the front page with the most voted proposal after an interval defined in the admin page.

3. Rewriting of all the code so that it's clean, easy to read, scale and reuse. I want to be able to understand all the code so I can modify it easily. I recommend the usage of many external files, but I'm open to suggestions.

4. Add an AJAX script that dynamically loads the comments on the front page. This step is not mandatory and will be discussed when the time comes.

5. The site uses a free template but it is implemented without any care for details and standards compatibility. I know almost nothing about web design. I need that template to be properly implemented and eventually redesigned. Eventually you can propose another layout of your own as long as it's clean and simple just as this one. This step is also optional.

Now that you know exactly what you have to do, please adjust your bids accordingly.
