Simple CMS for a mobile site

This is a mobile website for people to pick a few dishes that are added to “a cart” that gets emailed to the client
There are several food categories which you will see
The user can only tick items from 1 category, so If it the user ticks something from the Gujurati Menu no items from any others should be chosen, I believe the users will have this in mind so If you could just make a warning notification would be fine if they do try and tick from another category.
For eg, say a user have selected items on “Punjabi menu”, if he tries to select something on Gujarati menu, a notification comes up “Items have been selected on Gujurati menu, please deselect them to choose from another” or something. It would be nice if you could use the phone notification system (or something phone friendly)
User should only be able to pick a maximum of 4 starters and 5 main dishes. (keep this setting in the admin so it can be changed)

A simple CMS would be great to just edit the menu items, we would need it to be easy to maintain.
