Mass email with a dynamic field value

I need a script (or an alternate but efficient method) to send a mass email to a list of users with a dynamic value. The script should read in a csv file with a list of emails addresses and a price value. The script should then calculate a percentage based on the initial value. The only constant is the percentage rate.
This will be integrated with a html template. So, please be sure to consider a token of some sort for the output.
I would also like to use Outlook, if possible. The list of emails will range between 100-250 will not exceed 500.
I would prefer to use an Excel Macro. The html template includes images therefore an Outlook Template may be necessary.
