Merge two excel files (partial matches allowed)

Hello - I need a web script (Python/Django preferably, but I am open to other languages) to merge two excel files.
Excel 1 has columns: Name, Age, DOB, Subject
Excel 2 has columns: Nom, Birthday, School, Hobby
Merge criteria (user will specify):
Name = Nom
DOB = Birthday
So, now, you'll generate a third Excel file (Excel 3) with columns:
Name, Age, DOB, Subject, School, Hobby
(note that Nom and Birthday columns are missing because they are suppose to be same as Name and DOB)
User can also enable "partial matches" and "multiple matches"
If partial matches are allowed: That is, let's say if you have "Jon" in Name column and "Jonathan" in Nom column.
Then, they will be matched. But add a column indicating "partial_match"
User can also enable "multiple matches"
eg: If you find two Jon in Excel 1 and two Jonathan in Excel 2
then you'll generate 4 rows. But add a column saying "multiple_match_set1" so that I can see which rows had multiple matches.

Hello. Can by done inside Django. Do you have hosting fot it? Maybe the Google app engine can be the good place. BTW: Often .csv format is more usefull then .xls or .xlsx, especially if working with milions rows.
