CSS fixes for FF3 and IE7 on Windows

This page: [login to view URL] is not displaying correctly in FF 3 and IE 7 on Windows. See attached screenshot for what the page should look like.

Also, when click on the sub-nav items (again, see screenshot), it is not behaving as it should.

To test how it should display/function, use FF or Safari on a Mac or IE 6 on Windows.

I'll give you direct FTP access to the site, so you can try to fix.
