Help me finish my HTML/Javascript (JQUERY) website with PHP contact form

Things I need help with include activating the internal links like from one link on a part of the site to a specific line on a specific page of the site.
The site is HTML and Javascript with JQUERY being used. The CONTACT form on the CONTACT US page needs some PHP Coding, as the submit button is currently not active.
I also have some (Excel & PDF) documents in a forms directory in the main website directory that will need to be linked to existing link references in the website on the APPLICANT page.
I would like this project started right away, so don't bid if you can't do it asap. I'll provide the zipped archive of the website you see in the link above. Once you're done, you'll submit the updated zipped archive to me. I will upload it to the ftp server.
