i need someone to help me to create a mobile website with login function

urgently need an expert in mobile web design for help in school project design a mobile website which is user friendly and login function included. just make it simple is enough.
First page: login page make it simple thank. admin can create/edit/delete other user and password. need a database that is easy to update by the admin.
Second page: An introduction of the project on the top. some photo that when click will pop out like facebook with description on the bottom. (page detail can just leave some lines. the photo can just put some random photo )
Third page: an page that allow other user to download file from the website. only admin can upload/ delete/edit file. user can download only.
please use software like adobe dreamweaver, phpmyadmin. you have any better software to recommend please advise thank.
