Website top navigation nar needs altering and website layout needs changing

I need the website altered so that the top navigation bar looks like tabs (similar to [login to view URL]) and not buttons.

when a user clicks on a tab it should look pressed/highlighted and if it takes them to a section the tab should stay highlighed.

i would also like to alter what the top and side navigation bars point to - i.e. change the layout of the site.
